It should probably be reducing the clocks lower on idle, but the temps are technically fine. Lower temps are of course better. I'd be more concerned with your load temps.See if there's a difference in performance mode vs balanced.
You could even use MSI Afterburner to undervolt it a bit if you wanted to (I usually only undervolt laptops).
